Neotopia

   Neotopia is a futurisitic utopia, a seaside city where humans and robots live together in harmony. It's peaceful, due in part to the actions of a secret organization, the Super Dimensional Guard. Its mayor is Margaret Gathermoon.

   At the center of the city are two huge towers, the tops of which are orbited by a network of reflective, hovering plates. The towers aren't named in the anime but referred to as 'conning towers' in the manga serialization. Conning towers are usually on a ship or submarine and are used by the officers manning them to give the helmsmen directions; given the events of episode 24, the towers may be the hub of the Brain World that links all Mobile Citizens' minds.

   The rest of that area appears to have stores, malls, skyscrapers; pretty usual for a city. Bordering the ocean is a dock and a large park, the Peace Park.

   The outskirts of the city has a lot of fields and some small forests, and is possibly fenced in by a mountain range. Shute and Sayla's houses are out here.

   We don't see any more of Neotopia's planet beyond the city and its immediate surroundings, but the first story in the Gaiden manga takes place at a spaceport that launches shuttles to space colonies. The bit about colonies is not expanded on, but are presumably like the colonies in the primary Gundam universes.

Technology

   Neotopia's technological strength appears to be A.I. and possibly influence in space. Otherwise, their technology is equivalent to Earth's current (2013, say) technological level.

Robotics

   While many systems such as trains, cranes, and computer networks, would be automatic or human-controlled on Earth are instead animated by A.I.s in Neotopia. There is also another class of robots -- the Mobile Citizen.

   Short humanoid robots, Mobile Citizens appear to make up a fair percentage of Neotopia's population and live life like any other Neotopian citizen. Mobile Citizens -- even seemingly those in the police -- are unarmed, according to Neotopian law. Those designed for combat, like the S.D.G.'s Gundams, are either kept entirely secret or have weaponless disguises.

The Brain World and Captain System

   The minds of all robots in Neotopia are connected in some way to a network called the Brain World. In order to defeat hacking attempts against Mobile Citizens, Captain Gundam is able to connect to it by using the Captain System, Re-Equip Ring, and his Soul Drive.    It is mentioned at least once that robot citizens are not allowed to carry weapons; humans are not mentioned in these warnings, but it's hard to tell whether or not the law includes humans. (Perhaps they just weren't mentioned because the police-bots were addressing robots? But then one might expect them to just say "citizens" instead of specifying "robot citizens".)
